Merchant vessels are now queuing for naval escorts through the southern Red Sea, with the European Union admitting that its Aspides mission does not have enough warships to meet demand.
EU foreign policy chief Kaja Kallas made the unusually stark admission following a meeting of European defence ministers in Brussels on Monday.
“There are commercial ships that are waiting in the queue to receive the escort,” Kallas said, adding that the EU does not have enough frigates available to provide the required protection.
Containerships, in particular, have returned en masse to the Suez route recently with consultancy Linerlytica counting more than 140 boxships with a total capacity of more than 2m teu returning to the Suez since May. Last week marked the busiest week for containership transits through the Suez Canal since 2024 as 30 ships of over 4,000 teu passed through the canal.
Splash reported earlier this month that Italy was preparing to act independently rather than wait for Aspides to arrange passages for Italian-linked ships through Bab el-Mandeb. At the time, around 10 Italian-controlled or flagged vessels were reported to be awaiting protected passage.
Aspides was created in 2024 as a defensive operation protecting merchant shipping from Houthi attacks. Italy and Greece have provided its core vessels, with deployments periodically supplemented by Germany, France, Spain, the Netherlands and Belgium.
Kallas said the mission was originally assessed as needing at least 10 ships. The security environment is now considerably more challenging, while available assets remain well below that level.
The shortage has become more acute following renewed Houthi activity and the group’s capture of territory overlooking Bab el-Mandeb, including Perim Island.
Two EU countries have indicated they may provide additional ships, Kallas said, but Brussels is specifically seeking frigates and greater air-defence capability rather than simply additional hulls.
